From Manual Document Review to Automated Regulatory Intelligence: How a Compliance-Driven Enterprise Accelerated Review Cycles

Scope: Multi-discipline engineering operations across multiple cities, jurisdictions, and regulatory environments

Problem

A multi-disciplinary engineering firm relied heavily on regulatory documents to ensure compliance across projects spanning multiple cities and jurisdictions. However, accessing and interpreting these regulations was a time-intensive and fragmented process.

Engineers were required to manually search, review, and interpret large volumes of city, county, and state codes, often spread across disconnected sources such as websites, PDFs, and internal repositories. With each jurisdiction maintaining its own requirements and frequently updating them, ensuring accuracy and consistency added further complexity.

This resulted in significant time spent on non-core activities, with engineers dedicating substantial effort to manual document review. The lack of a unified and continuously updated source of truth increased the risk of using outdated or inconsistent information, leading to extended review cycles, additional QA effort, and potential compliance risks.

The challenge was not access to regulatory data, but the inability to efficiently operationalize it within day-to-day engineering workflows.

Solution

To address inefficiencies in regulatory research and improve compliance workflows, Futran designed and implemented an AI-driven regulatory intelligence solution using Microsoft Power Platform and Microsoft Copilot Studio.

The solution focused on transforming how engineers access and interact with regulatory information by embedding AI-powered intelligence directly into their workflows. Instead of manually navigating multiple sources, engineers could retrieve relevant information using natural language queries and receive immediate, context-aware responses.

Microsoft Copilot Studio was used to develop a domain-specific AI agent capable of interpreting regulatory documents, generating accurate responses, and providing traceable references to source materials. This ensured both speed and validation in decision-making.

Microsoft Power Automate enabled automated ingestion, structuring, and continuous updating of regulatory documents from multiple jurisdictions. Data was collected, standardized, and maintained in a centralized environment, ensuring that engineers always accessed current, verified information.

The solution also introduced jurisdiction-specific data segmentation to ensure accurate retrieval of localized regulations while preventing overlap across regions.

This transformation shifted regulatory research from a manual, fragmented process to an AI-assisted, real-time intelligence capability embedded within engineering workflows.

Key Implementation Approach

To operationalize AI-driven regulatory intelligence at scale, Futran executed a structured implementation approach aligned with data governance, automation, and workflow integration:

1
Centralized Regulatory Data Aggregation

Consolidated regulatory documents from multiple city, county, and state sources into a unified and structured repository, improving accessibility and eliminating fragmented data access

2
Automated Data Ingestion and Update Pipelines

Implemented Power Automate workflows to continuously collect, refresh, and maintain regulatory content, ensuring up-to-date and reliable data across jurisdictions

3
AI Agent Development with Copilot Studio

Built a domain-specific AI agent capable of interpreting complex regulatory documents, generating contextual responses, and providing source-linked answers for validation

4
Jurisdiction-Specific Knowledge Segmentation

Designed mechanisms to isolate city- and region-specific data, ensuring accurate retrieval and preventing cross-jurisdictional data conflicts

5
Natural Language Interaction Layer

Enabled engineers to query regulatory data using conversational prompts, significantly reducing dependency on manual search and document navigation

6
Workflow Integration for Engineering Teams

Embedded regulatory intelligence directly into existing engineering workflows, enabling seamless access without disrupting project execution

7
Continuous Improvement and Iteration Model

Established a feedback-driven approach to refine agent performance, improve response accuracy, and accelerate deployment of enhancements

Impact

The implementation of an AI-driven regulatory intelligence solution significantly improved productivity, reduced manual effort, and strengthened compliance across engineering workflows.
